In this month's "Naoko's Room" on the official Bandai Sailormoon site is the above image. Naoko's note to the right talks about Hawaii and a Magical Girl calendar, and says that her new series, "Love Witch" will begin in the April 2002 issue of Nakayoshi! She says it's a Magical Girl story. The arrow says "I'm Love-chan. Pleased to meet you!" This series seems to be what Naoko was asking about at the 1998 San Diego Comic-Con International - which would mean it's been over 3 years in the making!
